Managing Director
Education: Ph.D., Bergen University, Norway; Post-Graduation in Geomatics Engineering for Integrated Coastal Zone Management, University of New Castle, UK; M.Sc in RS and GIS, University of Twente, Netherland; B.Sc (Hon’s) in Forestry, University of Chittagong, Bangladesh.
Dr. Syed is the Managing Director of C4RE Services Ltd. (private research and consulting house), Senior Fellow of Bangladesh Centre for Advanced Studies (BCAS), Founding Director of NABIC - with over 28 years of experiences from field level to multi-country programs on climate modeling, climate risks and vulnerability assessment, EIA, ESIA, EMP, ESMP and mapping, adaptation, adaptation and resilience participatory planning and implementation, investment planning, master plan development. Concurrently, he is serving as Environment and Social Safeguard Specialist of a World Bank funded “Livestock and dairy Development Project (LDDP)”.

Dr. Samia Saif is a conservationist with extensive experience leading international programs on biodiversity management, and climate change adaptation. With over 15 years of experience, she has designed and led projects in partnership with multilateral institutions such as USAID, UNICEF, UN Women, and other international organizations. Her expertise spans climate and biodiversity policy, capacity building of government agencies, and integrating gender and community perspectives into conservation programs. Dr. Saif is a recipient of the prestigious Future for Nature Award, recognizing her outstanding contributions to wildlife conservation on a global scale.

Mahinoor Nazia Farah is a climate and development researcher specializing in climate change, urban sustainability, and policy research. She excels in research design, institutional assessments, and translating evidence into policy aligned with global climate finance. She has collaborated with government agencies, CSOs, and organizations such as UNEP, UNICEF, TiKA, and FEE. Holding a Master’s and Bachelor’s in Geography and Environment from the University of Dhaka, she is also active in youth leadership, sustainability advocacy, and capacity-building initiatives, with research published internationally.

Expertise in GIS and Remote sensing, mapping, a comprehensive geospatial database including, weather and climate information, sector-specific data (for example, cropland cover map, irrigated areas, soil map, crop-specific information for agriculture sector; grazing map, cattle/poultry-specific data for livestock subsector; basins, watersheds, major aquifers, drainage for water resource sector; road and bridge infrastructure network for transport sector), base maps, social and physical data, etc.
